Every been in a restaurant when it turns "Happy Hour?"  You notice the mood instantly changes as everyone is ready for fun.  Whenever I'm having a Bad Hair Day, my cure is always a personal Happy Hour.

To  me, Happy Hour means 60 carefree minutes of ME time.  

A couple of times a month, a Happy Hour will pop up here to  inspire you to do something magical, inexpensive and as gWitster says, "Just downright fun."
